VERITAS DRILLING EFFICIENCY PROGRAM
We have been teaching this program on a regular basis for the past four years at the
Chevron / Amoco Drilling Technology School in Houston, Texas. We have installed the
program successfully on drilling rigs and have recently installed the program for
Conoco, Indonesia on the Semi-submersible Drilling rig The Stena Clyde located
offshore Indonesia.

WHAT IS A RIG EFFICIENCY PROGRAM?
A Rig Efficiency Program is a continuous quality improvement program which recognizes
the importance of detailed planning and continuous evaluation of drilling progress.
WHAT WILL THE PROGRAM DO FOR YOU?
The Program will take all of the necessary elements of the drilling program and
combine them into a plan that will provide direction to complete the project with
maximum utilization of time and resources. The Rig Efficiency Program is a detailed
plan, checklist and narrative that provides planning for every step. The Program
eliminates inefficiencies and deviations from the critical path. The cost of instituting
this program equates to approximately three hours of operational spread costs.
HOW DO WE USE AN EFFICIENCY PROGRAM?
The goal of the Program is continuous quality (efficiency) improvement. The improvement
of efficiency is done by measuring the inefficiencies in an operation and eliminating
them. It is also done by setting measurable objectives, tracking the progress toward
reaching those objectives by establishing a plan to achieve the objectives. We emphasize
doing away with the traditional adversarial relation between the contractor and
the operator, establishing methods of having the contractor identify with the operator's
objectives and creating plans to meet the operator's objectives. The overall theme
is "On Time - The First Time - Every Time". This eleminates the learning
curve. The process of drilling a well is viewed as a project. A Gantt chart is used
to define the critical path of drilling the well. All other operations (tasks) that
are not in the critical path, but must be done,are removed from the critical path
and scheduled for times that do not interfere with the critical path of the operation.
These tasks are listed on a comprehensive checklist. The Rig Efficiency Program
keeps the well program on target and at the same time ensures that the contractor
will be able to maintain his equipment without causing deviations from the plan.
WHAT ABOUT SAFETY?
Because the drilling personnel are doing detailed planning for efficiency, they
are also doing safety planning at the same time. This makes the operation both safer
and more efficient.
WHAT ABOUT INCENTIVE PROGRAMS?
This is an excellent program when used in conjunction with an incentive bonus program.
People understand that an incentive bonus is paid only if objectives are met. By
placing incentives on the program, the objectives are clearly defined and the importance
of meeting the objectives is established. Programs such as these can never be considered
