Paul D. Baumgardner, B.S. Physics, Missouri School of Mines. He was a Vice President of Operations for Global Marine Drilling Company for thirteen years having spent three years in Houston, seven years in Italy and three years in Aberdeen, Scotland. As such, he had management responsibility for jackups and semisubmersibles in the Gulf of Mexico, West Africa, Southeast Asia, Australia, Italy, Malta, Tunisia, Spain, and the UK, Dutch and Danish sectors of the North Sea. Under his management in the UK, Global Marine achieved ISO9000/BS5750 and an approved UK safety case. His career in the oil industry started in 1963 as a crew member on mobile offshore drilling units and has progressed through various supervisory and management positions. He has worked in shore based positions in: Southeast Asia, The U.K., Norway, West Africa, South America, Italy and North Africa. He has held a USCG MODU license for 15 years. He has been an Inspector/Auditor of Veritas Associates since 1993. He is also the president and owner of the company.

Robert D. Bruce holds a BSc. in Marine Transportation from The United States Merchant Marine Academy and is a licensed Offshore Installation Manager. Bob has 27 years experience with MODU's, of which 18 years was as Marine Superintendent for Santa Fe Drilling Company in various locations worldwide. This experience included semi's, jackups, tenders and swamp barges. While working in the North Sea area, Bob served as Chairman of the IADC Marine Working Party and was a member of the IADC Technical Committee. He was involved in liaison committees with the UK government on new legislation. Bob was also heavily involved in the creation and implementation of Santa Fe's Safety Management System and in the creation of the Safety Cases for all of the company's North Sea units. During his career with Santa Fe, he acquired extensive experience of shipyard projects, including new building, conversion and refurbishment. His work has involved continual liaison with Classification Societies and he is very familiar with all major class and legislative requirements.

Allen P. Allegra, B.S. Ocean Engineering, Florida Institute of Technology 1979, was employed by Global Marine Drilling Co. for 16 years as a project engineer and as an Offshore Installation Manager. During this time, he implemented a fleetwide rig efficiency program and developed a Drilling Contractor Database Program which incorporated drilling and marine operations. He has developed detailed specifications for various aspects of installations of drilling equipment worldwide. He has designed and evaluated Derricks and Drilling Systems for implementation on Semisubmersibles and Drillships, and has reviewed derrick design and fabrication to comply with specifications of ABS and API. His recent accomplishments include work on the conversion of the semisubmersible Garden Banks for Enserch Oil Co. He has developed Quality Assurance Programs and assisted in special surveys of rigs operating in the UK and Norwegian North Sea. Allen holds a current USCG OIM certificate and is an approved and competent rig mover.


Capt. Dave Herndon holds a BSc. in Marine Transportation from Mass. Maritime Academy and is a USCG Licensed Master - unlimited tonnage - Oceans and has an Unrestricted Offshore Installations Manager Certificate. Capt. Herndon has over 21 years of international operating experience aboard all major rig types including drillships, semisubmersibles, jackups, drilling tenders and construction/pipelay ships. He has supervised shipyard construction of four new-builds. He is accomplished in project management for: dry dockings, repair/refit, preventive maintenance systems, new construction and outfitting and is knowledgeable in complete integrated ship systems. He is proficient in survey and inspection including on/off hire, safety, hull and machinery, lifting and mooring gear, regulatory compliance, ocean towage, damage survey and cargo damage survey. Dave is a skilled Rig Mover and has supervised rig moves for chain wire combinations as well as dynamic positioning systems.


Norman A. (Sandy) Fraser has a Scottish Leaving Certificate from the Inverness Royal Academy with studies in mathematics, english and science and holds and Electrical Engineering Degree from Inverness Technical College. Sandy has worked in various positions for Global Marine Drilling Company for 22 years. He has been involved in numerous aspects of the electrical and electronic discipline in the industry from installation and maintenance to new construction and major modification of power systems on jack ups, semisubmersibles and drillships including drawing review and approval and preparation of specifications for subcontractors and shipyards.  Sandy has extensive dealings with regulatory and classification bodies including: USCG, UK Health and Safety Executive, ABS, DNV and Lloyds of London. He has been responsible for electrical engineering, design, installation and final commissioning of electrical projects on many drilling rigs. This also includes provision of power, communications equipment, fire and gas detection systems and integration of common systems.  Additional experience has been gained from consulting jobs with supply vessels and oil terminal construction including inspection and testing.


Vernon L. Kinchen, was trained in electrical and hydraulic systems while in the U. S. Navy.  After being discharged from the U. S. Navy, he earned an Associate Degree in Mechanical Engineering from Delgado Trade School in New Orleans.  During this time, Vern was employed as a service engineer by Armco/National Supply Co. where he worked for 32 years before his retirement.  During his years with National Supply, his responsibilities involved rig equipment design, fabrication, acceptance testing and the development of maintenance systems for all rig drilling equipment, controls, monitoring equipment, cranes, mooring and jacking equipment. He has been assigned to rig construction jobs in every major rig building shipyard in the world. After retiring from National Supply, he started his own company providing maintenance consulting and repair of drilling equipment of all types of manufacture.  Vern has more than 46 years experience in the oil equipment business.


Nick Papadopoulas, B.S. in Electrical Engineering and Advanced Studies in Naval Architecture from The University of Salonika (Greece). He has held positions as maintenance supervisor, senior electrical engineer, project manager and construction manager in various locations around the world for various drilling contractors including SEDCO, Global Marine, Atwood Oceanics, and Maersk Drilling.  Nick has also been responsible for the construction, shipyard repair, system design and acceptance testing of all types of mobile offshore drilling units and inland drilling barges. Recently, he has been employed as a consultant and has been responsible for the conversion of two jackup drilling rigs to production facilities for Chevron Oil Co. and the reactivation of jackup and semisubmersible drilling vessels for Southwestern Offshore Corporation and Noble Drilling Co.


C. M. Oldenburg, B.S. Petroleum Engineering, Colorado School of Mines, 1965.  Mike is a consulting engineer, having worked as a drilling engineer, drilling supervisor, drilling manager and operations manager. He has been continuously employed in the petroleum industry for 30 years. His experience has included working for Tecpetrol - Argentina, Union Pacific Resources - Texas, Crescent Petroleum - Sharjah, Union Pacific - Bulgaria, British Gas - Tunisia, Alcorn Petroleum - Philippines, Marathon - Tunisia, Springfield International - Tunisia, Diamond Shamrock - Tunisia, Woods Petroleum - Brunei, Elf - Angola, SOEKOR - South Africa, Rio Colorado - Argentina, Shenandoah - Guatemala. He has been a drilling foreman for Conoco and a directional driller for Eastman.


Bill R. Wright, Petroleum Engineer, University of Oklahoma '52, as Manager of Sales and Contracts for Applied Drilling Technology Inc. for ten years, had the primary responsibility of selecting and negotiating contracts for qualified mobile offshore drilling units for the 100+ turnkey wells ADTI contracted to drill. The majority of these rigs were of the jackup category with several submersibles and semisubmersibles. While at ADTI, Bill was also a member of the MODU Environmental Compliance Committee for Global Marine Inc., ADTI's parent company. Before ADTI, Bill was with Eaton Engineering and strongly influenced the design and equipment selection for a rig to fulfill the National Science Foundation's Ocean Margin Drilling Program.  He was also the Offshore Manager for Diamond M Drilling and Atlantic Pacific Marine Corporation at which time he was involved with the construction of two jackups and three semisubmersibles. He also served as subsea engineer for several years with Atwood Oceanics. In addition, Bill was an employee of Texaco and Shell and has one year as Technical and Marketing Specialist for Veritas Associates. He has been employed in the oil industry since 1953.


Mr. William Hawryluk has been a consulting drilling manager and well site drilling and workover supervisor for the last three years. Prior to that, he has over twenty seven (27) years experience as a manager and supervisor of operations for both drilling contractors and operators in many areas of the world. He has worked both offshore and onshore with various types of drilling rigs.

David Medd, Certificate in Mechanical Engineering and  Certificate in Management Studies from Kirkcaldy Technical College in Scotland.  Dave has been a project subsea engineer for several companies, a staff subsea engineering manager for Global Marine Drilling Co. and a rig based subsea engineer. He has vast experience in surface BOP stacks, closing systems, subsea BOP systems and subsea closing systems. He is thoroughly familiar with deep water subsea systems and high temperature / high pressure systems. Dave has been in the offshore subsea business for over eighteen years.
